English Learner File: Implement 20-21 Changes

English Learner File: Version 2.9

The State/Province - OR > English Learner Information page is updated to include the English Learner Flag field (ELFg) while also displaying on the 'Programs and Participation' page.
The LEPRecTypCd field on the Student > State/Province - OR > English Learner Information page is updated to have the following new options:

(EI) Erroneously Identified
(CS) COVID Screener Participant

The 'Composite Scale Proficiency Level' is moved to the bottom of the English Learner Information page and flagged as obsolete.

The ELProfTstNmCd field on the Student > State/Province - OR > English Learner Information page is updated to disable the following options for 20-21 term year and greater (greyed out):

01 Stanford
02 Woodcock-Muñoz
03 Language Assessment Scales
04 IPT - IDEA
06 ELPA 21
07 ELPA21 Identification Screener

The ELProfTstNmCd field on the Student > State/Province - OR > English Learner Information page is updated to include the following new options for 20-21 term year and greater:

(06) ELPA Summative
(07) ELPA Screener
(08) Identification by Language Use Survey

The ELAMAOUndupFg field label is renamed to ELUndupFg on the page. (Database field name does not change).

The English Learner File report is updated to no longer include the 'Composite Scale Proficiency Level' column.
