Update StudentPersonal for Sub-District Setup

The Student Personal SIF object has been updated to create a new unique RefId per sub-district. This will also affect all current districts and new RefIds will be assigned to each student for state reporting purposes.

DisciplineIncident Events Fail When Missing and Incident Number

Records will now continue processing after a discipline event has failed. Previously, when a discipline event was generated that did not produce an Incident Number, the agent failed to process the record and caused all event reporting to stop.

The following languages have been added to the SIF Agent as valid:

• American Sign Language

• Liberian English

• Urhobo

• Zomi
