NOVA - SPED Events Force Publish logic update

This update fixes the issue with the Force Publish functionality which was causing the parent SPED record to generate incorrectly and affecting SPED counts. This was happening when LEAs were using the Force Publish functionality to publish a SPED exit event that occurred prior to the current school year.

NOVA - studentSchoolAttendanceAssociation Logic Updates

The studentSchoolAttendanceAssociation publishing logic is updated to address scenarios of excused and unexcused absence codes being present for the same day in case of meeting attendance.

• A studentSchoolAttendanceAssociation record will only be published when the attendance value for a day is 0.5 or less.

• Half-day absence will be published for values of attendance > 0 and <= 0.5. Full-day absence will be published when the attendance = 0.

• If the same day has a mix of excused and unexcused attendance codes, then it will be published as an excused absence.
