NJS SPED: Update Values for MDDisablingCondition Fields (2023-2024) UI

The NJ SPED fields MDDisablingCondition 1-5 are updated to include the three new data entry values identified for use per the NJ DOE requirements. The new values added are MI, MD, and SV.
