Data Entry Update to Support Blank Option

In PS 19.11.0.1 and later, a field with a blank option caused a validation error. This issue was found on the Transfer Info page but also exists on other pages. The following pages are updated so that no error occurs:

Parents page, Guardian Name & Info (parentsguardian.ms_custom_content.content.footer.txt)
Schools/School Info page, Other Information section (schoolMS.html)

State/Province pages:

State/Province - MS (stateMS.html)
Title1 (stateMS-TitleI.html)
Vocational/Technical (stateMS-Vocational.html)
