AZ: ESS Discipline Data Collection Fails Intermittently

ESS Discipline Data Collection: Version 2.5

The ESS Discipline Data Collection is updated to resolve the following reported issues:

• The report is updated to include incident reporter information (reffname and reflname) when populated for an incident. This resolves the 'Element incident has invalid child element: statestudentid' error when submitting a file to the state.
• The report is updated to truncate incident comments to 990 characters to prevent the report from failing with an 'ORA-06502 - numeric or value error: character string buffer too small' error.
• The report is updated to report the school's entityID instead of the school's school number when reporting SchoolID.
• The report is updated to convert removal days to removal hours in the output, multiplying Assigned Duration (Days Removed) by 6.
