Errors When Submitting State Pages After Upgrading to PowerSchool 19.11.0.1

The Special Education Placement field is updated per Core standards to ensure that no errors appear on the submission of the page in PowerSchool 19.11.0.1.
The label groups "Codes for children ages 3-5 only" and "Codes for children ages 6-21 only" are updated to be presented as label groups and not options available for selection.
